The first article of the final edition of the SCC Newsletter in 2018 presents selected presentations on regulatory frameworks that were held at the last CIR Conference in Barcelona. The majority of these focus on the AgChem Forum. The second report focuses on three important efficacy topics (EPPO’s new general efficacy standards and the latest EPPO workshop).
Concerning chemicals/REACH, upcoming changes of ECHA’s compliance check process from 2019 onwards and further relevant topics (e.g. Implementing Regulation on registration updates, new SCC Service on eSDS) are presented.

We start this issue with an announcement: Due to increasing levels of interest in international registration services among our Japanese and European customers in recent years, we have taken our next decisive step and opened SCC Scientific Consulting Company Japan, which was officially founded on 30 July 2018 this year on the basis of our Liaison Office Japan. We are delighted to announce that Mr Atsushi Ohtaka has been appointed as head of SCC Japan to offer regulatory support under the Chemical Substance Control Law (CSCL) and the Industrial Safety and Health Law (ISHL) in Japan; read more about the Representative Director in the related article.
We look forward to guiding your products through their journey to successful registration, whether in Europe or the Asia-Pacific region. To find out more, flip through to the article on our international services, which presents the latest developments from SCC in the Asia-Pacific region.
Furthermore, a guest contribution on the ‘Authorisation of a plant protection product in the zonal authorisation procedure’ is included, written by Dr Alexander Koof (Koof & Kollegen, Germany).
With regard to the important issue of endocrine disruption, please note that the plant protection products criteria will apply from 10 November 2018 onwards. An article on the ‘Revised Guidance Document 150 on Standardised Test Guidelines for Evaluating Chemicals for Endocrine Disruption’ is presented in the newsletter.
This issue of the SCC Newsletter also includes articles containing important information on the fields of agrochemicals, chemicals, and regulatory science.
Last but not least, the recent developments concerning Brexit are reflected. For instance, UK published several technical notices as guidance in case of a ‘no deal’ scenario for several kinds of chemicals.

Vol. 18, No. 1 - SCC Newsletter - Quick News: ECHA provides solutions for incomplete REACH dossiers

ECHA PROVIDES SOLUTIONS WHEN REACH DOSSIERS ARE INCOMPLETE BY THE REGISTRATION DEADLINE
On 15 December 2017, the directors contact group (DCG) discussed how to help registrants when facing the problem that data required for the REACH dossier will not be ready for submission until 31 May 2018. The proposed solutions for companies being in such exceptional circumstances can be found following this link. The proceedings how to benefit from these solutions were published by ECHA in a press release on 31 January 2018 in the course of the ECHA stakeholders’ day and can be found here.
In case a company cannot provide a complete REACH Annex VII or VIII data set until 31 May 2018 through no fault of its own, a claim being an exceptional case can be filed.
